Amusing to see the amount of bob posts in this thread.
Probably they are intent on lighting up some strawfires.
I do not see any reason for tension between CA and LV.
There is enough free space for all. Outer-ring for example. Or feythabolis, paragon soul, period basis, querious and fountain. When moving there you even get free pets. 
Delve could be left to its former residents as a showcase that arrogance comes just before the fall.
